Gary Roskoski, Senior Safety Consultant
Gary started his safety and health career after earning his Bachelor of Science degree in Safety Management and Environmental Safety and Health from Indiana State University in Terre Haute, Indiana.  Gary has served in a variety of capacities during his tenure with OSHA, including:
·        
Special Assistant to the Deputy Regional Administrator
·        
Region Program Manager for State Plans covering New York, New Jersey, Puerto Rico, and the Virgin Islands
·        
Region II Coordinator for Construction Enforcement
Gary was promoted to Area Director for the Manhattan Area Office in 1995 and subsequently transferred to OSHA’s southern New Jersey office in Marlton, New Jersey as Area Director. 
During his tenure with OSHA he received a wide variety of safety and health technical training including specialized training in emergency response and the incident command system. Gary was a member of the 9/11 Emergency Response Team at the World Trade Center in New York City while he was the Area Director in Marlton, New Jersey. He was the agency’s lead representative in developing the Health and Safety Program (HASP) for all contractor’s and activities at the entire worksite.
During his tenure in Marlton, Gary assisted over 15 companies to achieve Star Status in OSHA’s Voluntary Protection Program (VPP). He also has been a team member on VPP evaluations. He was an ex-officio member on the State of New Jersey’s Governor’s Industrial Safety Committee since 1997.  Among significant cases, Gary supervised OSHA’s emergency response and enforcement investigation teams for the garage collapse at the Tropicana Hotel & Casino in 2003.
Gary is an authorized trainer for OSHA’s 10 and 30 hour General Industry and Construction Training Outreach Programs and is a recognized expert on OSHA matters.      
 

Dennis P. Gaughan- Senior Safety Consultant

Dennis Gaughan has enjoyed a long and distinguished career in the Occupational Safety and Health industry. Dennis served in numerous capacities at OSHA over a 28 year career. His experience includes 4 years as Assistant Regional Administrator for Federal and State Operations in OSHA Region 2, where his responsibilities included serving as the operations officer overseeing 12 OSHA Area offices. During this time, Dennis also served in an Interim capacity as the Deputy Director of Field Compliance in OSHA’s National office.

Dennis also served for nearly 13 years as the Area Director for OSHA’s Avenel, New Jersey office. Mr. Gaughan directed a staff of more than 50 professionals and supervised hundreds of OSHA inspections in construction, general industry, and maritime safety. His tenure at the Avenel office also include his oversight for the investigation of dozens of fatal and serious accidents involving electrocutions, machine guarding, and power line incidents. During his tenure as a Federal Agency Program Officer, one of his investigations led to Congressional hearings on safety procedures at U.S. Postal Service facilities.

Dennis attended both Rutgers University and Temple University, has attended numerous occupational safety and health courses, and is certified to teach both the construction and general industry 10 and 30 hour courses. Dennis was honorably discharged from the United States Army, his military service includes training in the areas of electrical, mechanical and electronic systems.

After completing his service with Federal OSHA, Dennis has served on a team of experts inspecting United States Department of Energy facilities, and has worked with major NYC law firms, a prominent NYC Museum, and numerous general industry and construction clients. Dennis is called on frequently to serve as a recognized expert on OSHA law and standards. He has also worked extensively with the Utility and Transportation Contractors Association of New Jersey.


Louis Ricca, Senior Safety Consultant

Lou Ricca, recently retired as OSHA Deputy Regional Administrator for the NY Region, has joined Leading Edge Safety & Health as a Senior Safety Consultant.  Lou’s career with the Federal government included service as the Acting Regional Administrator for the NY Region, where he was responsible for the operations of the regions 11 Area Offices and more than 200 employees.  During his tenure at OSHA Lou served in a variety of positions, and has conducted more than 1,100 compliance inspections, primarily in construction.  Mr. Ricca was the region’s first ever Compliance Assistance Specialist, responsible for outreach, training and partnerships, and was also detailed to represent OSHA at the NYC-WTC Command Center following 9/11.
Lou is a graduate of Upsala College, is certified as an Occupational Health & Safety Technologist, and is authorized to teach the OSHA 10 & 30 Hour Classes for Construction and General Industry.  Lou is also a licensed Fire Sub-Code Official, and has taught at the Sussex County Fire Academy and Sussex County Community College.  He was honorably discharged following service in the United  States Navy.

Ronald M. Bulvanoski
Senior Safety Consultant

Ron Bulvanoski serves as a Senior Safety Consultant with Leading Edge Safety & Health. Ron is an experienced electrician, with significant construction safety & health credentials. Following an extensive career in the field, Ron has been a Safety Training Specialist for the NJ AFL-CIO, and has conducted numerous safety training programs for Middlesex County Vocational School and the IBEW Local 456 Joint Apprenticeship & Training Committee.

Ron is certified as a Master Instructor/Trainer by the IBEW and National Electrical Contractors Association, is an authorized OSHA 10 and 30 Hour Trainer and has completed "Train the Trainer" programs in Hazardous Waste Operations and Confined Space Entry. He has attended the Scaffold Training Institute Competent Person/Builder class in Texas, and has particular expertise in Electrical Safe Work Practices, Lock Out/Tag Out Procedures, NFPA70E Standards, and Powered Industrial Truck Safety.

Ron has worked on a variety of major public and private construction projects including Fiber Optic and Cable Installation for NJDOT, Installation of Electrical Service for the State Theatre in New Brunswick, and as a Site Safety Manager for the Borgata Hotel project in Atlantic City, and for Conoco-Phillips, "Clean Fuels" project.

Ron provides on-site safety and health inspections and consultations for Leading Edge clients and teaches the OSHA 10 and 30 Hour classes frequently.
