Leading Edge is a full service consultant for construction and general industry. Safety and Health Services include the development of safety and health manuals, safety and health training, jobsite safety audits, toolbox talks, OSHA compliance assistance, and representation at OSHA administrative proceedings. Government relations, legislative and regulatory representation includes lobbying the New Jersey Legislature and Executive Branch agencies, as well as dealing with county and local issues. We also provide public relations counsel, corporate communications strategy, media relations advice, and business development services.
Prior to founding Leading Edge, Kevin Monaco has served as Director of Legislative and Regulatory Affairs for the Utility and Transportation Contractors Association of NJ for more than a decade. In his position at UTCA, Kevin managed the legislative and regulatory policy agenda for the major construction industry association in the state. He has testified before the General Assembly and State Senate on numerous occasions, he has played an active role in the development of the School Construction legislation, several reauthorizations of the Transportation Trust Fund, and many other issues dealing primarily with construction funding, state and local contracts law, environmental regulations and labor policy. He has dealt extensively with NJDOT, NJDEP, NJDOL and other state and federal agencies.
Kevin was also responsible for oversight of the associations safety and health training and education program. In this capacity Kevin has had significant dealings with all New Jersey OSHA offices, and has organized and helped deliver training to hundreds of companies and thousands of employees. Kevin played a major role in developing industry partnerships with OSHA, and managed the associations activities which resulted in the presentation of the Vice Presidential Hammer Award. Kevin’s safety work has involved interaction with the Laborers Union, the New Jersey State Police and numerous other trade associations. Kevin has knowledge and experience, specifically in the areas of trenching and excavation safety, confined space entry, traffic control and workzone safety, among other areas. Mr. Monaco is qualified to teach the OSHA 30 Hour and OSHA 10 Hour courses for construction. He has successfully negotiated numerous OSHA settlements for NJ businesses.
Kevin has made presentations on legislative, regulatory and safety issues for organizations around the country including American Road and Transportation Builders Association, National Utility Contractors Association, Rowan University, Rutgers University, NJ Society of Municipal Engineers, NJ Governmental Purchasing Association, American Society of Association Executives, and the OSHA Regional Directors Conference.
Kevin holds a Bachelors Degree from Providence College, and a Masters Degree from Rutgers University. He has served in local government as a member of his town’s joint Planning and Zoning Board, the Cable Television Advisory Board, and has twice been elected to the Manasquan Board of Education. Kevin has also served as a Member of the Laborers International Union Apprentice Training Board, and the NJ Department of Banking and Insurance Small Employers Health Benefits Board.
